Why not just give a voucher for a free tune-up and catalytic coverter replacement? In most cases this would dramatically cut emmissions on older cars.

This program is just harming the environment, ie. pollution from the production of more new vehicles and trashing the old ones. And it's probaby promoting these people to go further into debt. If you couldn't afford a new car at $25,000 before, you probably can't afford it at $22,000. Even if it was a $13,000 car, $3000 off doesn't mean you can come up with $10,000 to spend on a car (or more likely the payments on a $10,000 loan).
